Yes, that is what I found, the lock. I didn't remove it since it was almost 1 hour old and I wanted to see how HM will handle it. Well, HM released the message and sent it to the list, but now it died with the signal 13, which is the error I started seeing with HM 2.03b and because of which I decided to try HM 2a22 :)

Any ideas?

Oh, how about this:
[otis_at_bets2 zine-talk]# /usr/sbin/sendmail -q -v

Running LAA25292 (sequence 1 of 1)
"|/usr/local/bin/hypermail -c /usr/home/majordomo/.hmrc-zine-talk -i"... Connecting to prog...
Message-ID is missing, ignoring message with subject 'Foo Bar'. mailer prog died with signal 13
"|/usr/local/bin/hypermail -c /usr/home/majordomo/.hmrc-zine-talk -i"... Deferred

Could this missing Message-ID be the problem?

HM tests in tests directory work fine, no problem.
