Archive is not getting updated

I was reading an article on how to create a web based mailing list archive
http://linuxgazette.com/issue72/teo2.html

So they use hypermail as an exmaple..

I followed the instructions as given in the article

But the problem is that i cant update the archive... It still shows the same first message .

how to rectify this
