[hypermail] changes to remove noshade attribute from hr tags

I'm working on a set of changes to hypermail to make it produce HTML 4.01 Strict html. Attached is my first set of diffs which change the <hr noshade> tags to simply <hr>. The noshade attribute was depricated a long time ago. If someone wants to change the style, we should be using style sheets.

If this gets integrated :-), I'll have many more deltas to follow.
