I think it all boils down to how closely you want to follow the standards. There are probably hundreds of mailers that are implemented the way their authors have interpreted the standards and thus there are all sorts of "compliances".

RFC 2047, section 5 paragraph 3, page 8 states:

   These are the ONLY locations where an 'encoded-word' may appear. In    particular:

   + An 'encoded-word' MUST NOT appear within a 'quoted-string'.

An encoded-word being the =?<blip>?= chunk.

Still, if mailers use that contstruct I figure hypermail needs to support it anyway.
